For our department IT Development within General Services, we are looking for a (an):

Head of IT Development

The Head of IT Development is a pivotal role within the organization, tasked with steering the IT department towards achieving strategic business goals and operational excellence. This leadership position encompasses a broad spectrum of responsibilities including team management, technology oversight, compliance coordination, vendor management & negotiation, budget control, procedure establishment, and recruitment.
The individual will serve as a crucial link between IT operations and other teams, ensuring seamless integration of technology solutions with business objectives. A strong focus on innovation, process improvement, and fostering a team culture is essential.
The role demands a dynamic leader who can navigate the ever-evolving technological landscape while maintaining robust IT governance and delivering value to the organisation.


Primary Responsibilities:

Strategic Leadership and Management:

  • Oversee and direct the IT department, ensuring alignment with organizational vision and strategies.
  • Manage and develop both the technical and soft skills of IT personnel.
  • Act as a primary liaison with compliance functions (DPO, Audit, Legal), ensuring adherence to regulatory and legal standards.

Technology Oversight and Vendor Management:

  • Guide the technology team on technology selection, implementation, and operational strategies.
  • Negotiate, monitor, and manage contracts with external suppliers, maintaining robust vendor relationships.
  • Ensure effective budget planning and control for the IT Team

Procedural and Operational Accountability:

  • Establish, review, and update departmental procedures, focusing on operational security, compliance, and problem management.
  • Participate in and oversee operational IT management, ensuring efficiency and effectiveness.
  • Implement and maintain ITIL processes, ensuring their optimal functioning.

Team Development and Performance Management:

  • Responsible for recruiting, training, and motivating a diverse and skilled IT team.
  • Develop and maintain application support teams to meet business requirements.
  • Deliver performance reports based on defined KPIs and scorecards.




Required Qualifications:

  • Bachelor’s degree in Information Technology or related field, or equivalent experience in a similar senior IT role in a dynamic environment.
  • Experience in automation, software design, development, and testing. Strong understanding of IT security, IT infrastructure, Cloud and Digital Transformation.
  • Demonstrated leadership and organizational skills. Proficient in Incident, Problem, and Change Management.
  • Senior stakeholder management and reporting skills. Ability to align technology with business needs.
  • Excellent communication skills in English. Ability to communicate complex technical issues to diverse audiences.
  • Strong critical and strategic thinking, problem-solving abilities, and resilience under pressure.

  • Ability to quickly learn and apply new technologies.
  • Effort in developing proficiency in the less dominant language.
  • Proven ability to manage a diverse team.

  • Commitment to maintaining the strict confidentiality of data.
  • Knowledge of Luxemburgish or other languages is a plus.
